I generate PDF and Word output from the same Flare project, using the same page layouts and same TOC, with the page layouts assigned to the TOC entries. The PDF output is perfect. The Word output has none of the header/footer content that the page layouts should be adding. Am I missing some simple setting that is telling Flare not to use the page layouts in Word output?
In the Word target I have Master Page Layout = Default, Master Page = Default, and Disable Master Pages in Word Output is selected. My PDF target settings, where they match, are identical. With these settings, shouldn't the page layouts assigned at the TOC level be applied to the Word output? My header/footer content is simple one-line text, like document title, page numbers, and confidential/copyright blurb.
By the way, I am using Word 2013 if that matters. I have tried outputting to both .doc and .docx formats, but it didn't matter.
What am I missing?

Hi! Have you figured out what was going on? Not sure if your issues are like mine, but I usually need to experiment with the size and position of the text frame in the headers and footers of my page layouts because of the differences between PDF and Word.
If I have a footer that displays .25" from the bottom of the page in my PDF output, it will pretty much bleed off the page or not print at all in the Word version of the output until I resize the text frame a bit. If you adjust the frame so your headers and footers are positioned properly in Word, you might find they are now too far away from the page edge in the PDF.
Having separate page layouts for Word and PDF is one solution. Perhaps there are some other settings I'm not aware of that others have had luck with?
Hopefully, this has been fixed in Flare 11

I'm having a similar problem; footer and header content isn't working in my Word targets, though it's perfect in the PDF targets. But I'm also not getting my title page included in the Word output, though it is included in the PDF output. TOC entries are linked to the appropriate page layouts, with section breaks set for Word. I've experimented with turning on and off the Word target option for disabling Master Pages (as I thought that might be causing a problem with creating section breaks in the Word files), but this doesn't seem to make a difference. I've tried changing the default page layout for the Word targets from the main page layout to the first one used, that for the title page. Again, no apparent effect. Anyone else having these kinds of problems and found a solution?

Hi there,
I don't know if this is your problem or not, but I have found that to change the page layout in a Word output, in the TOC you need to set the Break type option to Chapter Break rather than Page Layout Break. The Page Layout Break type does not seem to be respected when the Word output is built.

I'm having a similar problem in which the PDF output is spotless, but the Word formatting is all messed up. I found this article that explains most of the causes of the Word weirdness - hopefully it helps some of you as well!
