Forcing Chapters to be Open on Load

is it possible to specify that a chapter in the TOC is expanded when the site is loaded?

I saw a pretty good thread on this topic recently. It seems to be a difficult task, and the way to do it is with a script.

Hopefully that'll get you started anyway.
