Table breaking incorrectly in pdf

I have some long step/action tables that I want to print to pdf
In cells near the bottom of a page the words are on one page but the remainder or the cell (the picture) is on the next page.

I've tried going into formatting/print support and selecting 'always' in the page-break-before field.

How do I get the cells to break correctly across pages.
