Hi, can someone please enlighten me as to the difference between HTML5 vs. WebHelp and why I would choose one over the other? Also, same question applies to WebHelp vs. WebHelp Plus.

One of the most significant differences is that HTML5 output is responsive, while WebHelp is not.

Basically, WebHelp was Flare's first web-based help format, and HTML5 Help is its replacement (it's even called 'WebHelp 2' internally).
There are very few reasons to choose WebHelp over HTML5 - possibly only if you need to support old versions of IE (7 or 8).

As a side note...old IE versions will be EOL and unsupported by Microsoft is a few months. So that argument should be off the list as well as nobody should encourage using old unpatched versions of IE.

The equivalent to WebHelp Plus for the HTML5 output is called "HTML5 server-based" help (described in the link I posted).
