CSS Not applied to Topic frame

There seems to be two possibly related issues.

1. Even though I have a Project and Target style set, when I build the content, the Topic frame does not use the css for any pages.
2. On the resulting build, “Open topic with navigation” displays on the top and bottom of each topic page.

Any ideas?

How are you opening the target's output (which I'm assuming is HTML5)? If you're going into the Content folder in Windows Explorer and opening individual files, you'll get the behavior you describe in #2. Open the file listed in your target's Output File field (on the General tab). By default, it's Default.htm.

I am navigating to ...\Project\Output\MY_NAME\HelpV2\Default.htm where HelpV2 is my Target. And I am still getting the issues I described.
