In the back of my mind, I know there's a simple answer for the problem I'm having, but I can't seem to drag it to the surface of Monday.
When I generate my web-based output, I have a topic inside a folder that I would like to display when the folder is open. The caveat is that I don't want the same topic to appear twice in the ToC. I can't seem to figure out how to use the condition tags to remove one without taking out either the whole folder or the text that I want to appear. Is there a solution to this issue?

I'm confused about what you are trying to do.
If you want the same topic to appear at different places in the TOC in different outputs, you can indeed use conditional text on the TOC entries to do the job. You will need to make two TOC entries in the two locations where the topic is to appear, and right-click each one, click Properties, click Conditional Text, and assign condition tags in the same way you would for any other content to appear in only one output.
