I am relatively new to Flare and I crating a PDF output of my documentation in Flare 11.1. My issue is that in one of my chapters the pagelayout appear on one page and the content that is supposed to be on top of the layout is on the next page. All of the other chapter in the PDF appear normal.
I am not sure where I should be looking for an answer:
Is this a CSS problem?
Is it a problem with the topic that appears before the problematic chapter?
Is it a problem with the TOC for the PDF?
Is it a problem with the first topic in the problematic chapter?
Help, I've already spent to much time on this issue.

Your page layout MUST have a Body frame, otherwise odd things can happen. Take a look at that first. Other more knowledgeable people will be along soon with other suggestions.
