Can I attach a downloadable file to a topic?

Hi --
In Confluence, I can attach PowerShell scripts, XML files, or JSON files to a topic for readers to download and use. Is there a way to do something similar in Flare?

Yes, you add them to a (new and aptly named) folder within the project and then link to them. It will then be up to the viewer/browser what to do with it.
