Special characters crash Flare

I'd like to use German quotation marks.

When I type a " it looks like a " rather than a German quotation mark.

I Googled (https://en.wikipedia.org/wiki/Quotation ... Austria.29) and found a recommendation to use these special characters:
• „
• &dquo;

but these cause Flare to crash.

How do I get German quotation marks in my German text?
