I am having some display issues when viewing the style panel and/or the style sheet itself. I tried searching the forum but could not find anything.
The screen shot shows the column headings of the style sheet and on the right the buttons in the Styles panel. Does anyone have any idea how I can cure this problem?

I suspect that you have changed the zoom level in Windows. That can mess up all sorts of things in Flare, which prefers users to have really good eyesight and use magnifying glasses rather than Windows Zoom... 
Try resetting the zoom level (not in Flare but in Windows) to 100% and see if that's any better.
