Remove Stale Files Not Deleting

Me again. :)

I have an HTML5 target with the Remove Stale Files option checked. The publishing log shows entries for "Removing foo.txt" but the file still exists on the server. The server is Windows Server 2012 R2 - has anyone else experienced issues with this? I'm thinking it might have something to do with the file permissioning on the server itself but the user specified in the target credentials is the owner of the files.

Any ideas?

Between Flare 10 and Flare 11, I've never seen this feature work correctly, regardless of platform and publishing destination. One of the veterans might have some more insight, though. If so, I'd also love to know how to get this working.
