I'm relatively new to Flare, so please bear with me.
I took over a project several months ago which has both CHM and PDF outputs. My PDF output looks good, except for one issue. The header for the TOC (the previous tech writer manually created a TOC topic) appears on its own page and then the TOC proxy starts on the next page. Obviously I want the TOC Proxy to appear directly after the heading... no page break. I've haven't changed anything in the stylesheets since taking over the project, but it appears that the prior tech writer did not have this issue in his outputs, which leads me to believe that perhaps there is a default setting I'm missing. As a side note, the option to "preview as primary target" within Flare even looks correct - it's just the output that's not. Here's what I've tried so far (without success):
1) Went through the stylesheet and looked for page break settings which could be affecting the output - none found.
2) Set the styles used in the TOC topic to "avoid page breaks." Still seeing this page break in the output.
3) Checked the code to make sure there weren't any breaks not showing up in the XML Editor. There aren't.
4) Imported an existing TOC from another project (which displays correctly) into this project to verify that the code in the topic isn't corrupted. It has the same problem.
5) Created a special DIV to specifically avoid page breaks and applied it to the header/TOC proxy. No such luck.
Again, everything in the output displays correctly except for this stupid page break between the header and TOC proxy. I've searched the forums and tried all the ideas mentioned, but nothing works. I am at my wit's end trying to figure this out. Does anyone have any other ideas I could try? What am I missing?

You might check to see if the div style in your style sheet has the following specified, as it can cause the TOC proxy to push to the subsequent page:
But this only occurs if the TOC spans more than one page.

Do you know if that's something Flare inserts automatically? Because no div tags show up in the text editor for that topic.

Thank you so much, techwriter31! Spent a better part of half a day trying to fix the issue a long TOC being separated from its heading; the div tag is not something I'd have considered to be the cause of this.

Glad it helped!
I was lucky when I discovered this problem because the last style I had changed were the div styles, so it was easier to isolate.
