How do I make this image change based on the output target?
I assume it is some variation "How would I create a variable that is linked to an image?" (viewtopic.php?f=75&t=26687)
but I just can't find it.

Images in Variables are not supported as you already know.

We had another customer with a similar situation and found that using a snippet with conditions worked for them.
Create a snippet that contains all of the logos.
Condition each of the logos with a different condition.
In the targets, exclude the unwanted logos at build time using the conditions.
Flare 12 now allows the use of Snippet Conditions where you can apply conditions directly to the snippet after inserting it.
