Language Skins?

Do Language Skins only translate the skin content (indexes, etc)?

The content of the HTML file stays in English?

I set a test file to Portuguese with an HTML5 ouput. I see the Content and the toolbar button translated. The text in the search filed is translated. The main html content is still in English.

Is this doable or do I need something else to translate a help file that won't cost a fortune?

You still need to translate the content. That can be done with MadCap Lingo, but other means are possible as well. As far as cost, that depends on how much content there is and on the desired quality of the translation. You can go dirt cheap and wire Google Translate in, or get a real translator to do the job.
One option that might be of interest is finding an existing or potential customer that knows the terms of the trade in the applicable languages. Have them translate it in exchange for a sweet license deal, pay, or whatever else can be agreed on. Once translated have the result be edited by a language expert. In any case, if you want decent translation you will have to drop some money, nobody works for free and good translations are not easy (I speak from experience). Shopping around is perfectly fine.
