Changing a pagelayout from the CSS

Using Flare 12.
In my MasterStyleSheet, I created a new p.FigureCenter class. In the PrintSupport declarations, I set ‘page-break-after’ and ‘page-break-before’ to always. Now I would like to change the default PageLayout for the class to ‘ChaptersLandscape’ (not FR or EL).
It is the Word equivalent of adding a section break before and after a block of content and changing the page layout for that section block.
How do I do this? Is there a declaration I’m not seeing?

I'm not sure if I'm following your question exactly, but what it seems like you're trying to do is apply a different Page Layout to certain topics in your TOC. You can choose which page layout any given TOC entry uses in the Properties dialog for that TOC entry.

Open your TOC, right click the applicable TOC entry and select Properties, and then click the Printed Output tab. From here, you can select the break type you want and what page layout you want to use for this TOC entry.
