Is it possible to use a tri-pane output for HTML5 help when opened from a desktop or tablet but open top-nav help when opened from a vertical smartphone? I am sure developers could code things to go to 2 different outputs, but that would likely take years to make the list of things they actually get to do, so I am looking for a way to do this within the Flare output using its fancy responsive design capabilities.

AFAIK, the short answer is no. But you can design the tripane skin or the Top Nav skin to be responsive to the device on which your Help is displayed. Just be sure in the skin editor to address the Web, Tablet, and Mobile mediums. In the Tablet and Mobile mediums, you'll get a "hamburger icon" and slide-out menu, whereas in the Web medium, you'll get either the Contents tab (for tripane) or the Top Nav menu (for Top Nav, of course).
