Open a topic in a new window from browser

The default behavior in the browsers I use is to Shift+click a hyperlink to open the link in a new browser window and Ctrl+Shift+click to open the link in a new browser tab. This does not work in my HTML help project. The linked topic always opens in the same frame. Oddly, the helper keys do work properly in the TOC. The links are all set to the default. Is there something else I should be doing?

when you create the hyperlink in the xml editor, are you selecting "new window" as the target frame?

Yes, I use New Window as the target frame.
