Page break inside printed table of contents

I am preparing a multi-language output for translation and am setting up the TOC. When I output the PDF, I have a bizarre page break after the first entry in the TOC.

I've built hundreds of outputs and have never had this occur. It also doesn't occur in the English-only version of the same document, and the TOC proxy (as well as the EN content) is a copy of that one.

Any ideas how to get the TOC to behave?
