broken cross references in external files

I have a project which includes a bunch of mapped external files (from another project). The external files show up fine in the TOC and such. However, all of the cross-references within the external files (to other external files in the second project, all of which are mapped as external files) are broken.

With the built html5 webguide open in a browser, I can open any (external) topic, but the links don't work. Help.!?

This is a windows 7 machine, target is html5.
