Responsive Output Support - Examining Doc-to-Help vs. Flare

Hello,

Doc-to-Help's NetHelp output supports IE 9 or higher according to this:

- Desktop Internet Explorer 9 or higher
- Mobile Platforms Android 4.0 or higher, iOS

Given the above, why does Flare only support IE 11 and up as per this:

•HTML5 responsive output is supported by IE 11 and up

Is there really no responsive output that Flare can produce for IE 9/10?
