Page Layout - Add "This page intentionally left blank"

Can someone tell me how I can add the words "this page intentionally left blank" to an empty page in a page layout. I have opened the Page Layout and investigated inserting a variable or condition but the buttons on the toolbar are greyed out. I have tried searching the forum and lots of results come up but none seem to tell me what I need to know. I am guessing that you need to create a page but am not sure how this would work if the page is not included in the TOC.

Open the page layout and select the 'E' empty layout. Then add a decoration frame to the layout, and press F2 to add text to the frame.

I did not think of looking at the decoration frame.
