Automatically convert H3 to dropdown

Apologies if this is a rudimentary question, but I can't seem to find a reliable answer in searching.

Is there a way to specify that headings of a certain level (and their subsequent contents) be treated as dropdowns? In our case, we want everything at the H3 level to be a dropdown/expandable object in HTML output.

There's nothing that you can define for the h3 to turn it into a drop-down. You'll need to replace them all, where the h3 text becomes the drop-down title and everything following to the next heading gets wrapped into the drop-down body. Could get messy. Not sure if even pluqin's style replacer could help with that but it's worth investigating...
