508 accessibility compliance in Flare 12

We are trying to make our help output 508 compliant. Using Flare v12, HTML5 tripane output. Very much appreciate any help and feedback since the official Flare documentation is not of much help.
Added the tabindex and focus attributes as required.
Showstopper issue:
Selecting a topic in the TOC pane and hitting enter does not move the focus to the topic pane. This is a new issue in Flare 12. In Flare 11, it works as expected.

Nice to have:
Is there any way to return from the topic to toc pane without going through all the tabs?
