Missing hamburger icon

The hamburger icon should appear when the screen isn't displaying the TOC menu line in Top Nav.

Mine has disappeared and I don't where to look to get it to come back. Anyone have any ideas?

I changed the header background to white. The menu-icon is white on transparent; hence it 'disappeared'.
