How to apply chapter break to every topic in TOC?
I need every topic in my PDF output to start on a new page. I know I can manually go through and apply a chapter break to every topic individually. However, I have over 100 topics in the TOC and was wondering if there was a way to automate this or a setting where I could apply the chapter break once and it would then trickle down or automatically apply to all topics.

You should be able to edit your TOCFileName.fltoc. (Make a backup first!)
Just add BreakType="chapter" to every TocEntry that doesn't already have one. If you have a text editor that supports macros, it should go pretty quickly. Otherwise, it's just a few minutes of copy/paste.

You can also switch to grid view in the TOC editor and then select all and apply the chapter break to the selected batch.
That said, I wonder about the approach of setting chapter breaks on all items in the TOC. I wonder whether you really want page breaks rather than chapter breaks (the latter of which will affect auto-numbering, if you're auto-numbering chapters).
If what you're after is a page break before all headings of a certain level (say, h1s), you could just as easily, perhaps more easily, edit the CSS with "page-break-before: always;".
