Top Nav: Scroll bars in top level menu

Is there a way to add scroll bars to the side of the top level menu in default medium? I have a programming language that I document and there are well over 100 keywords at the second TOC level. When the menus drop down, most of the keywords are below the browser window. When the window collapses to tablet or mobile sizes, the scroll bars are automatically added.

Did you ever get or find out an answer to this question? I would like to add scroll bars to my top level menus as well.
