For the two particular subject targets, is there a user friendly means of customizing one of the Doc2Help provided templates to own preferences (corp. themes)?
Or... Should one develop a source and target templates and configure the target build to use them...?
For NetHelp or other HTML based targets, would there be a need to edit or develop CSS?

I suggest first to get a little acquainted with Flare's css-handling, by working with Flare's project templates or watching webinars. It's different from what you have experienced with DocToHelp.
While DocToHelp used different css files for different targets, which had source css included, in Flare it's best to use different mediums in css files. I found that it's good to start converting D2H projects to Flare with a list of styles that are DocToHelp specific (like c1h-jump, midtopic etc.) and remove resp. replace them. You can import everything you want to preserve from existing css files into a Flare css file.
