Reasons topics might be missing from output?

I have a few topics that are missing from the output after I build. Have checked condition tags and target settings. No obvious commonality between the missing files that I can see, other than they are built with the same target. What are some other reasons topics might be missing from output?

What kind of output is it? IIRC printable output omits topics that are not in the ToC.

Good question. It's HTML5. I have two targets that are virtually the same but for one conditional tag that excludes certain topics from one or the other. I've quadruple checked the topics are tagged correctly. Also if I include the "missing" topics in the other target, they don't go missing. So it seems to be a target issue, but I'm not seeing it so wondering what else might affect the build. Also the missing files are different formats--for example one is a SWF file and the other an HTM topic file.

Found it! Advanced target setting: "Exclude topics not linked directly or indirectly from the target" was checked in the offending target.
