We are in Flare 2017 r2, w output to html5.
We constantly maintain our help file. We would like to publish a "pages that are new or changed"
This should be automated (so we dont forget to maintain it)
How do we do this?

I don't believe Flare has any feature like this. Are you using source control? If so then you could do a report of all commits since a certain date/revision, focusing on *.htm files changed or added. Note that Flare can make a change to the XML under the hood so a commit may not be an actual content change - you'd probably want to dive into the changes made to be sure that it was a decent change worth mentioning.
Once up and running you could use command line SVN or GIT to script the report regularly, and even add some code around it to generate a Flare XML page for you.

Flare does have a 'Mark as new' feature. But you can only use it fully in TriPane I think (I stand to be corrected).
I've done something similar, I have denoted some beta features in our TOC and they get a special Beta style header including in the Top Nav menus. Its not totally automated, but it works fine for what I need.
