My question may be a two part-er, if possibly there was a better way I should have done things from the beginning.
Part A question would basically...
Is it possible (and advisable) to setup Flare such that the headings you see in the editor when composing a topic match those in the generated output? Maybe this sounds like a dumb question, but for me, what is an H1 in the editor, results in a H2 in the output. H2 becomes H3, H3 becomes H4, etc. Where this causes some pain for me, likely due to my lack of knowledge in this area, is that I get everything looking exactly how I'd like it to in the editor, but then once built, where page breaks were happening with H2s, now do not because they are now H3s in the output. I believe this is due to my TOC settings where I have some topics indented from others when viewing the TOC in tree view, along with some of my target settings related to the TOC. I have various settings related to the TOC and brought everything to the same level in the TOC (nothing indented below main topics), and that just seem to throw my content way off from where I had hoped.
If you can't have what is in the editor align with the generated output, is there a recommended way to ensure that breaks show up how I would like them to? Here is my classic example of where things don't work how I'd hope. In the editor, I have a section in my topic that starts with an H2, which automatically has a page break built in it within the style. In the editor, this starts out at the top of a page, which is exactly what I want. However, once built, it transitions to an H3 which doesn't have a page break built in the style, so it just falls in line with the text that was before it, likely half way through the previous page. I don't think I want to modify the style for H3 to also have a page break ans there are times when I wouldn't want an H3 to begin a new page in the final output - or would it? Now that I think about this a bit, if I always have a page break on an H3 and my H2 from the editor is converted to an H3 in the final output, then what is in the editor will always match what I have in the output, right? hmmm
I feel like I'm getting wrapped around the axle with this and there has to be a locked down/trusted way to control this within Flare.
If anybody could point me in the right direction, I would greatly appreciate it.

There is a setting in the Target on the Advanced tab that manages this.
Do you have the checkbox "Use TOC depth for heading levels" set on? If you clear that you might get better results.

I've created a generic style that can be applied to almost any style to force a page break, much like in Word.
The difference is you apply it to the paragraph or heading that starts the new page, rather than putting a break after the paragraph you want to be last on a page.
Add the following to your style sheet:
You can apply the style as needed to force page breaks. Note that as it is in the style sheet having the page break property set to avoid later in the stylesheet or in the topic as inline styling will override the page break.
