Styling master page for fixed side menu

I'm using a master page OtherTopicsFixedSideMenu in my test project and it puts a side menu where I want it on the page. When I copy this master page to my production project, it seems to lose the 2-column formatting. The only difference I see between the 2 layouts in each project is that a Stylesheet Links tab is available in Properties for the master page that works, is missing from Properties for the master page that doesn't. When I try to work with the Stylesheet Links option on the ribbon, it tells me local styles are disabled because a master style sheet is enabled at project or target label. I've allowed local styles at both levels. I don't know where else to look to solve this problem. Thank you.
