I am using madbuild.exe (version 15.0.7081.30245) to create PDF targets.
For HTML anchor tags whose href destinations are not valid (for example: <a href="url placeholder">url placeholder</a>), the build log displays:

Processing topic: Discovery.htm
Missing linked source file: c:\pforce\training\classroom\main\Content\Server\Comprehensive\Topics\url placeholder
...
Is this by design? Is there a run-time flag one can use to turn this "feature" off?

It is by design. If you have a broken link, you may want to know about it.
However, you can turn this off at the user-level (in MadCap Flare preferences), or at the target level:

I tried both methods, and madbuild.exe still exits with the same error.
