We use global project linking for all shared assets between projects (.css, skins, variables, page layouts, master pages, etc.).
Within all of our HTML5 target files on the Skin tab, Use device width media queries is checked. Is there a way to override this setting using a globally-linked file (hopefully in the .CSS or similar), rather than manually modifying it in each HTML5 target? I'm assuming this isn't possible from the HTML5 skin since this section in the target is titled "Responsive Output Settings (Overrides the Skin)".
We have a ton of projects/HTML5 targets in various repos/branches and this would take some effort to manually change.

I haven't found any way of editing targets with a global setting, but I HAVE found FAR really useful for making changes in my targets.
