resulting documents in one folder

Hi all,
Newbie here. Been loving Flare and what it does. Got a question that I haven’t figured out.
Flare 2019 r2
Background:
I have multiple output targets, lets call them a1, a2, b1, b2, all PDF.
Currently, with defaults, the resulting PDF files are stored at “Documents/My Project/Output/jenny.lucas/A/a1/a1.pdf. In other words, each PDF is in its own folder.
I would like the PDFs to all be in one folder.
C:\A\a1.pdf
C:\A\a2.pdf
C:\B\B1.pdf
C:\B\b2.pdf
Do I need to use Publishing and/or Destinations?
