We have an frustrating situation in a project (Flare 2019 r2) where we have a link to download an MSI file from an external web site.
e.g. https://www.website.com/downloads/file.msi
When we compile the project, the link works perfectly well in Windows 10 (version 1909)
However, it stubbornly refuses to work on either Windows Server 2016 and 2019.
And yet if we copy and paste the link into IE11 on either server, we do get the option to download.
Has anyone experienced this and found a solution?

We have found the solution! Please be aware of this, as it may well affect you if you have download links in your projects.
Most confusing was the Web Browser’s claim of being, “Unable to open this Internet site..”. Hardly intuitive given the solution below.
It appears that Microsoft have changed one of the Security defaults. This affects recent builds of Windows Servers 2016 and 2019, as well as Previews of Windows 10 version 2003, due for release soon.
• Go to Internet Explorer > Internet options > Advanced
• Go all the way down to security and unmark the option: Do not save encrypted pages to disk
But be warned - *.zip files are also blocked without this change.
FYI, I have reported this to Madcap Flare's Technical Support.
