As of a couple of years ago, Lingo is showing fewer and fewer fuzzy matches, to the point where I am now seeing ONLY 100% matches in an imported Flare project. This means if one <span> tag or image is in a different place, Lingo acts like it's never seen this segment before.

Anybody know if there's a way to alter the sensitivity and see more TM Suggestions?

if you open Lingo and go under Options, there is a Translation memory Tab where you can specify lower match values.
