Something is overriding my skin

I've set up a new skin to use in projects - to simply things, let's call my old one "Red" and my new is "Blue".

In the target for my HTML5 output, I've set Skin > Skin to Blue.

However, when I build it, my initial look and feel is Red. Only when I click on a topic does the look and feel change to Blue.

I've checked my initial home page; it has the content:

Nothing in there would seem to be overwriting my Blue skin, does anyone know what might be happening?
