I had two set up two styles sheets for use with manuals:
* The default one is for book-length printed works, with page breaks before chapters (h1s)
* The second is identical except that there are no page breaks before chapters
The simple fix initially was simply to page-break-before: avoid; to the h1 style.
However I found this still didn't work and there were still page break before chapters.
I then came across this thread (last post 2015) which suggests that chapters _always_ have page breaks inserted before them and there is no way around this (and obviously removing chapter breaks will mess up numbering for headings, images and tables: viewtopic.php?f=10&t=17122
Any idea what the current status of this is in 2021?

It sounds like these are for print outputs? If so, you should be able to set page breaks in the TOC by choosing the page layout to use for each topic (e.g. new chapter and non-chapter topics). Then, if you need different page breaks for different outputs, you could set up and assign different TOCs to the targets. Also, if these ARE for print outputs and you set the page layouts/breaks via the TOC, then you might want to remove CSS that modifies page breaks for chapters, or use a different style for the new chapter headings that does not use page-break-before CSS.

Hi Jeff, yes, they're for print outputs. I was really hoping this could be done without having to maintain two separate TOCs or have people people having to edit chapter breaks in TOCs. I thought it would be possible to switch a PDF guide from normal mode (that is, page breaks before chapters) to "condensed" mode (no page breaks) by simply switching the stylesheet used in the target.
