Comment field now required w/ Flare 2022 update and Central?

We have been using Flare 2021 r3 and Central to maintain source control. We sync at the end of the day and never had to fill out the comment field when syncing.
Since we updated to Flare 2022, with nothing else changed, the Comment field is now required. Has anyone else seen this? The Central settings should be the same as with Flare 2021 r3, right?
