Transparent body/header on page layout title page

How do I make frame backgrounds transparent on page layout title pages?

A white background appears in the PDF output no matter what I've tried in the frame properties background settings. I do not want a white background, only the text.

(I've set the purple/red background in Page Properties > Background)
