Indent bullet and text to a second level

I am not into CSS.
Is there a way through the user interface (i.e. existing buttons) in a bullet list to indent to a second level where the bullet and the text both indent? When I hit the indent a second time the text moves to the right but the bullet stays aligned to the left.
Searches revealed this seems to be a common question but the common answer is to generate some code and use CSS.
I accidentally did it once where the bullet and text both moved to the right, but so far cannot replicate what worked.

From a pure HTML perspective with no explicit CSS applied, the following web page will display with indented second bullets:

By default in my browser the first level of bullets is a filled circle and the second level and unfilled circle. If your page structure looks like the above, then you
should get the same results. If not, then some CSS styling is being applied and the only way I know of changing the appearance is through adjusting the CSS to suit your requirements.
In Flare, if I select a list of plain text and click the bullet button in the Paragraph tab of the Home ribbon, I get a normal bulleted list. If I highlight a couple of items in the list and click the Indent button I get a structure that looks like the above, an unordered list nested inside another unordered list. The second list is indented from the first by the amount specified in my CSS. Had I not specified any margins or padding for lists or list elements, the default indent should apply and it
should still show the second list as indented from the first (including the item's corresponding bullet).
Can you show us the code for the list in your page where the bullet glyphs are not indented correctly so we can troubleshoot further?

And to follow up on what robdocsmith said, if you are using the indent buttons which are next to the list button in the Home tab of the Flare ribbon, you should get this structure. Make a bulleted list, type one or more bullets, and when you get to where you need an indented bullet, pressing indent should move the current bullet into a second-level list nested inside the first one.

And you can speed up structuring lists and sublists even more by using keyboard shortcuts. Pressing Tab will indent aka start the sublist. Pressing Shift+Tab will outdent and return to the parent list. Or pressing Shift+Tab 2x will end the list and return to a plain paragraph. (At least that last bit used to work this way. The help says to just press Enter 2x at the last list item.)
