Annotating for Live Private Site Viewers

Can users visiting a live, private site (internal for our employees only) with the Viewer Only permission be given annotation permissions?
Or, is there a plugin that safely offers this feature? I think it would be beneficial... especially for internal only usage with employees.
Any advice on a solution out there?
Also, I'm wondering where is the Smilies for Central? My team loves it so far.
