Using snippets for ordered lists

Hi all,
we are often using snippets for one task sentence, e.g. "Remove the PCB".
When I create this snippet, I can insert it as plain <p> text or I can insert it as an ordered list.
Remove the PCB.
1. Remove the PCB.
Both works fine because when inserting the snippet via drag and drop, Flare makes it to that what I need, an inline snippet or to an Block snippet.
Both is possible - but what is the best way. Plain sentence snippets or as ordered list?
