Editing analytics keys - Central side or Flare side?

Are analytics keys best created/edited in Central or in Flare first?

I'm having trouble editing an existing key from the Flare side. For target A, I click edit, enter new values, save/commit but there's no incrementing changes in the status bar and nothing in pending changes to push?

And another odd thing, the new values I entered in target A, simultaneously appear in target B of the same project tho I haven't touched that target yet.

I should mention, we create new projects from existing ones, so I will always have to edit the keys. Any advice would be gr8. thank you.
