We have three targets:
A: User and Admin topics
B: Admin only topics
C: User only topics
B and C are used in a new version of the software where the Admin help is controlled by user roles. Older versions still use A.
Currently, if I make a change in TOC A (User and Admin), I add the change to the TOC B (Admin only). Is there a better way to do this where one automatically updates the other?

You can insert a TOC inside another.
Put the topics in two separate TOCs - User (only), Admin (only).
Create a new TOC for target A, then insert both the User and Admin TOCs inside target A's TOC.
Then Target B just uses the Admin TOC, and target C uses the User TOC.
