I wanted to give my users an option to go "old school" if they want with a tripane skin. I have all skins in my project and they're set to be responsive. However, when I build a TopNav and click the SelectSkin button, only TopNav and SideNav skins show up. Why doesn't the Tripane skin show as an option?

Not sure if the help confirms this, but I would expect that you can't switch from a TopNav/SideNav skin to a Tripane skin.
The Tripane skin is fundamentally different to TopNav/SideNav skins - they have separate skin editors and different features.
The output generated for TopNav/SideNav share the same page structure (making it easy to switch), but the page structure for Tripane skin is completely different and uses frames.
