Repeating chapter number after linked TOC

Hi!

This is my first post here, I hope it's in the correct place.

I've ran into an issue with the autonumbering in PDF output, that seems to be connected to linked TOCs, since that's the only place where it's popped up.

For example, I have a document with a chapter 4, but the chapter after it is also 4. The index chapter after it in numbered as 5.
In the TOC for this target, this second chapter 4 has a linked TOC right under it, so my team thinks it might be connected to that.
Also, the H2 right after the second chapter 4 does not restart at 4.1, but is instead 4.6, picking up the numbering from the the correct chapter 4, which ends with 4.5

I have no idea how to remedy this issue, or even where to start with it.
Does anyone have any suggestions?
