TOC not showing in HTML output

Has anyone had this issue, and how did you resolve it?

In view primary, everything worked fine but in HMTL5 output when I publish, The TOC doesn't show? It shows where it should be but the actual content is missing. I found a post on another forum about the .js files duplicating but that was from 2012 and I cant find the same error in my .js file so I'm discounting that now.

I've added an image to show what's happening but its not showing any errors.

This issue seems to be very unpredictable. From day to day, visibility of the TOC changes. It has been tested by a number of colleagues using different browsers, cleared caches etc.
We have a staging site and a live site, the files are identical on both sites but the TOC works properly on one, not the other.
This is incredibly frustrating...

Have you right clicked the TOC and edited it at all?

Also, is the TOC at topic level or template page level?

This issue is now resolved, I had a conflicting stylesheet causing issues. Leaving this here for the next newbie that hits the same wall I did
