Adding editorial annotations to any element other than text

Is there a simple way of putting an editorial annotation (Review > Insert Annotation) on any element other than text? For example, I want to annotate images, but when I select an image, the Insert Annotation button is disabled. The same happens when selecting any whole element, such as a paragraph, list, or table. As a workaround, I have to annotate some text, then move the tags in the text editor around the element I actually want annotated. This is such an inefficient way of achieving an outcome that should be possible in one action.
Is there an easier way? I'm using Flare 2025.
