I get the following error when I try to build or publish the primary target (HTML Help):
Failed to run command 'Build Primary'.
Exception: Culture name 'none' is not supported. Parameter name: name
I did not have this problem in 3.0. Has anyone else had this problem?
Error when trying to build or publish primary target in 3.1
Tech support got back to me. It turns out that this is an issue in in Flare 3.1 when No Default Language has been set. Should anyone else have this problem, here is how you solve it:
In your Project, Click On Project, and Then Project Properties, and choose a language other than (never Spell Check). Once this is done you should be able to build your project.

Re: Error when trying to build or publish primary target in 3.1
*Bump* in case someone else has this problem and ends up here.... A very similar error is displayed when you loose your Primary Target. I have no idea how I lost my Primary Target but it caused this error when I pressed F6 (giving me mild heart attack in the process)
So if anyone else gets "Failed to run command "Build Primary" Object reference not set to an instance of an object", check that it still builds if you right-click on the Target, if it does, re-assign your Primary Target, it worked for me (thankfully)!
